When you see a pair of sandals left at the waters edge and no-one in sight, does it mean someone has walked or swam out and got into trouble or has someone left them there to make that meaning?

If I was a Lifeguard, which I was many years ago, I would make the meaning that someone is in the water and may be in trouble and I would act accordingly, get help etc.

The filters, frames or perspectives we look through will help determine the meaning we make of something.

Maybe it was just me deliberately putting my sandals there so the photograph could cause that meaning.
